When it says wait 3 rounds, does that mean since I got number 2 I have to wait until number 6? Or does that mean that I have to wait until 3 more mad libs are completed total?

Allow 3 rounds to pass. So if yours is selected in round 2 you wait out round 3, 4 and 5 then can post again in round 6. Each blank being filled in counts as a round.
